This is a Super Deformed (SD) version of the fighting game Flying Dragon, Hiryū no Ken Twin, series. The word Densetsu, meaning 'legend' was added to the title starting with the N64 game. The N64 version was meant to use the N64's Transfer pack, according to the instruction booklet, but the played Game Boy counter part was canceled. And in it's place was released a Gameboy version without the transfer data as 'SD Hiryu no Ken Densetsu GB.'
