Build-a-lot 3: Passport to Europe is another entry in the casual city-building series by HipSoft. As in the previous titles, the main objective is to construct a variety of buildings, but this time the action takes place on Europe. The main screen shows the top view of a terrain, with vacant lots and grayed-out buildings. On the campaign mode, the player goes from city to city all over the continent, where every place has a set of goals that must be accomplished before time runs out. The time meter at the top left has a notch, and if the level is completed before reaching it the player receives an efficiency award.
Buildings are erected by clicking on a lot and selecting one of the building options at the blue tab bottom of the screen. The blueprints tab shows all the available buildings, organized by function (houses, services, industrial buildings and landmarks). As the game progresses, more buildings blueprints become available to purchase. Each tab option shows the required number of materials and workers to start construction. After completing it, buildings can be upgraded up to three times, painted and landscaped (only available when the garden center is built), something the affects the value of the proprieties, and their effect on the neighborhood. Ruined places and industrial buildings have a negative effect on the curb appeal, decreasing the money influx.
All these tasks also require material and workers. Extra workers can be hired at the yellow tab, and more material can be purchased at the red tab. Buildings generate rent revenue every minute. Edifices and lots can be bought and sold. When buying, the player has an option to haggle. The buildings are afflicted by random disasters, like fire, mechanical failures, vandalism and other grievances. While on this status, they don't generate cash until the problem is solved by clicking on a button to summon firemen, workers, police cars and similar help.
In the casual mode, the player can choose one of the previously visited cities and play without a timer, trying to achieve a high score.
