High Command is a tactical strategy game. The game field, which looks a lot like Minesweeper, is divided into squares. Each square is either neutral, hostile or belongs to you. Some squares are cities which have a high point value. Your goal is to reach as much points as possible by conquer the enemy's squares and cities. Similar to the board game Risk you have to move soldiers from a bordering square into the hostile square to seize it. But there is a catch: Not only the number of your and the enemy's troops in a square affect the chances - the troops in the bordering squares have a strong influence of the combat outcome too.
The game features three enemy AIs (aggressive, defensive and balanced), five historical and fictional scenarios. and an editor to build your own or random scenarios. The maximum number of war parties are 4, AI or human. In the shareware version you aren't allowed to save and there is only one scenario available.
