The protagonist of this game is a high school student who dreams about world domination. His idea of achieving that lofty goal is fairly original: he wants to beget as many children as possible. Naturally, for that he also needs to impregnate as many women as possible. The opportunity arises when he is transferred into a former girls school, where he can use his manly charms to conquer the hearts and the bodies of the female students.

Honoo no Haramase: Tenk?sei is essentially a visual novel, with very simple gameplay that mostly involves clicking on a girl's picture on a map, which takes the player character to the same location as her and initiates a conversation. Occasionally the player is also able to make choices that influence his relationships with the girl. For most relationships all that is required is to repeatedly meet the same girl, which will eventually trigger a sex scene (sometimes including a short animation) and prompt the player to decide whether the protagonist should ejaculate inside or outside. The former choice, as per rules of human anatomy, raises the chances of pregnancy, which is represented by the girl's "pregnancy meter".
