In Ice Cream Tycoon the player wants to become a successful ice cream vendor. Every in-game day is divided into two parts. The first one is the completely menu-driven managerial part followed by the town simulation where the player sells his ice cream.
Since the player starts with a small budget all he can buy is a small cart with very limited space to store his ice cream. But when he starts making money he has more options, e.g. he can expand his business by buying trucks or a stationary ice cream parlor. With an expanded business the player can't do everything alone and this means he needs employees, e.g. vendors or security personnel. He can also advertise to attract more customers.
During the isometric town simulation the player walks respectively drives through the streets and controls his player character directly with the keyboard keys. If he meets an interested customer he stops, sees the customer's wish in a speech bubble and sells him the ice cream (if he has enough on stock). The townspeople are not randomly generated - this means the key to success is to remember their preferred type of ice cream and keep them on stock.
