In Lagoon you command a series of sea creatures in a turn-based battle at a coral reef.
The 8x8 playfield is divided in two sides, yours and the computers, and the coral reef in the center. Each player has seven sea creatures at his side available, those are (from most to least powerful): shark, killer whale, electric stingray, barracuda, moray eel, octopus and sea urchin.
Your job is to reach the corner field of the enemy with one of your creatures, while of course avoiding that the enemy does this with you.
In turn-based, you move one creature one cell at each time, with a few exceptions, that are that more powerful creatures can move 2 cells and the killer whale can even jump over the - for all other blocked - coral reef. You can take over, and kill the enemy creature in it, by moving a same or more powerful creature in that cell (i.e. the shark can kill the killer whale). The only major exception is that the shark - the most powerful creature in the game - still has a more powerful enemy - the sea urchin, which can kill the shark.
