Operation WOW can be considered a tribute to the classic arcade shooter Operation Wolf. The player must shoot enemies from first-person perspective as the screen scrolls from right to left. Cartoon-like enemies tone down the seriousness of the game to the point of turning it into a parody.
The game consists of six levels; three difficulty modes are available. Utilizing touch screen technique, the player shoots at enemies simply by pressing a finger over them. Naturally, since most players feature up to ten fingers on both hands, multiple kills are possible and encouraged by the game, granting the player bonus points. The goal is to quickly dispose of the enemies, who appear from various sides: they can descend on parachutes, occupy buildings and towers, and so on. Helicopters, tanks, and other enemy vehicles can also be destroyed, though they typically require more than one shot. The player must avoid shooting innocent citizens, such as nurses carrying sick people, ducks, bikini-clad women, etc. Health and bullets will sometimes appear on the screen; the player has to shoot them in order to restore hit points and increase the amount of ammunition.
Two mini-games can be accessed from the game menu. One is a simple target-shooting, requiring the player to shoot green targets and avoid hitting red ones. The other is gastronomically themed: hamburgers, chicken legs, and other representatives of (mostly) traditional American cuisine appear on the screen, and the player has to shoot them as quickly as possible.
