Prison Tycoon 3: Lockdown is practically the same game as Prison Tycoon 2: Maximum Security. The new features are are day/night circle, an enhanced riot mode, a timetable to control the prisoner's daily schedule and two alternate scenarios where the male prisoners are replaced with female or military prisoners.
Prison Tycoon 3: Lockdown is a managerial simulation where the player manages a prison. In free playing mode he chooses between three locations and does what is done in most tycoon games: constructing buildings. The most important part is the security, meaning fences and cells. The cells can have different security levels because a car thief is easier to handle than a mass murderer. Other options regard the everyday life of the prisoners, e.g. dining rooms and gyms. Employees range from guards to cooks to canine units.
The player always needs to look after the budget and the prisons reputation. Every building and every piece of infrastructure costs money but if the security is too low a prisoner may escape or even kill somebody. To improve revenue the player can send prisoners to work, e.g. in a farm or laundry. Certain events spice up the everyday routine, e.g. protestants or prisoner revolts. If the player does a good job he unlocks the possibility to build execution chambers.
Besides the free playing mode there are also 14 missions where the player takes over existing prisons. There he needs to fulfill certain goals, e.g. preventing a revolt or bankruptcy.
